Not 100% sure but I seem to remember someone at the combine doing 51 reps in the last couple of years.
Lots of guys get above 25 reps. There is surely a site somewhere out there with NFL Combine stats.

Found this.....
Former Seahawks assistant strength coach Bill Gillespie did 60 reps at a 2006 competition, but he was also a career lifter. The unofficial combine record: Justin Ernest of Eastern Kentucky, with 51 in 1999.
