all chest and tris.......typically people have a stronger chest than shoulders. Which is why generally people do less weight on incline (which is mostly shoulders).

Wrong in this case. Decline takes stress off the shoulders and places more emphasis on the chest. The decline angle alone is what accomplishes this. I personally like the decline better than the flat bench.
