I had a teacher in high school, ex- Mister New Jersey that used to do that with a 25lb plate. Hold it straight out in front of him, then move the arm in an arc until it was straight out to the side. Guy had the biggest delts I ever saw. Does it work? Sure did for this guy though I prefer working each head of the deltoids by itself.

It works all sides of the delts assuming the motion is quite slow. It's more a 'time under tension' exercise than a rep based one - I, like narcsarge, like to target the different heads and use more rep type exercises like lateral raises etc.
