In those 4-5 meals, what are you eating, what does your diet split look like, how many calories are you getting?

Well I eat an apple every morning. At school I have a salad or 2. When I get home, I have some fruit and veggies. Then I have to go to work (which is mc donalds) and I try not to eat much there, but I do have a grilled chicken sandwich on my break and maby some apples. Then I go home and have a variety of foods (which means what ever my mom fixes for dinner ). I also have about 6 glasses of water a day and maby a gatorade.

And I'm not sure about the calories but it might be around 1500-2000 maby.

Theres your problem. Youll never gain anything, muscle or otherwise with only 1500 calories, and not nearly enough carbs or protein. Apples and salads are great for you, no doubt, but they are not going to provide enough protein or calories needed to gain weight.

I really wont get into it, since im not a diet expert, but you need to eat more than apples and salads if you want to put on muscle. If no one else replies, i will offer some meal suggestions. But for now, id rather not make a post and then be belittled by someone who knows more about diet than i do.

There is no exercise to 'spot reduce' fat, the only way to remove fat is to lower your overall body fat. This is done via cardio!
You have your priorities mixed up, you want to gain muscle but in order to do that you should eat at the very least,1000+ more calories than what you are now.
Saying that when you bulk you will unfortunately put on fat as well, as your name suggests, no pain no gain.
