I am 15 and I am very short and skinny. I heard that working out, espeically working out legs will make me not grow as much, since it is straining my muscles. So should i put off working out for a couple of years before i try to bulk up

if you follow proper form and a healthy diet, and you don't injure yourself, weightlifting will probably not have any negative consequences for you. Obviously I don't know your entire medical history though, so you should probably check with your doctor.
