wrong forum, but read the stickies, there is a lot of good info here on routines and such, ask questions if you need stuff clarified but I don't think anybody is gonna want to build a routine for you, unless you are paying them that is. Asking a question if you should start bulking is a little silly. Do you want to bulk up? If so then yes, bulk up. If you want to slim down then slim down, these are questions I think you can answer by yourself. Find a good beginners routine and stick with it, if this is your second go around then your fascias should be stretched somewhat and you should get some quicker gains. I'm assuming since you haven't lifted in 3 years that you lost your gains.
