I would recommend you get a program called "PartitionMagic" made by PowerQuest I believe. It's probably the most popular partitioning tool out there. Very simple to use and I believe you can trail it. None the less it will let u make/combine partitions as well as alot of other cool features (Change the name of hard drives, from C: to Z: if you wanted) Let me know if you need any help if you choose to to go that way.

Do either of the drives that you want to combine have the Operating System on it? If not and if you don't care about losing info, than the easiest way is to go into compmgmt.msc --> disk management. Delete the partitions from there and then recreate/format.
