does it make a difference to drink in juice first to spike insulin then drink protein + water?

No, throw it all in together bro.
Think of the insulin spike as opening a door.
That's basically what it is, so the protein will go along for the ride and go through the open door too.

Hey where would you get Dextrose powder? vitamin shoppe?

or is Gatorade powder just as good?

For cheap dextrose you could always got to a beer/wine making store and pick up some.

No, gatorade is not as good for producing an insulin spike. You can buy dextrose on-line or as someone mentioned possibly at a beer/wine store, cooking store, etc.
