First, you do not need a protein drink before your workout, you need carbs. Second, the best times to take a protein shake is first thing in the morning, post workout and before bed with milk. Third, take the creatine 30 minutes prior to workout and immediatly post workout, 30 minutes before your pwo shake.

With your whey, the best time is taking it after your workout. As merk said, a shake of it can be drunk at breakfast as well.

For the CEE, I like to split my dosages. I take 2 grams pre-workout and 2 grams post workout.
