Default Breaking a plateau with leg training only?

I have heard two similar stories about 2 persons who had been on a plateau for a while. Both had their legs lagging in proportion to their upper body. Apparently they had trained their **legs only**, more intense and often, for about a month.

After that month or so, they had started training their upper body and it started growing again. Anyone else heard that kind of story of even experienced it themself?
