Abs workouts will do nothing but build the muscle under the fat. I personally prefer frogkicks and V-situps when I do anything. Yes, cardio can hurt growth, try doing HIIT 2-3 times a week when not lifting. I would also examine your diet. If you are gaining A LOT of fat, then you may be eating too much or the wrong stuff.
