I think its a clever but exaggerated thought to believe humans can ever be compared to moths, reductionistically speaking. Their nervous system is extremely simplified exhibiting basic on/off behaviors.
The human brain however, is synaptogenic... meaning it constantly transforms itself. What was one day the 'turn left' combination could alter overnight into the 'hop on one leg whilst crapping your pants' combination.
I think we WILL see cybornetics do some great things with humans, but I think purist mind control is only, at the very most, remotely possible.
