Weak governments simply appease the minorities as they are afraid of being branded racist, and let's not forget the media's role in giving the preachers of hate a voice.
Unfortunately it's also down to the apathy of the local population as well, when people get beaten down so many times it becomes a lot easier to simply say "what's the point in complaining". Hell in London, Brick lane a road famous for markets & food has had an arch put up at the entrance saying "Welcome to Banglatown".
These kinds of stupid acts only breed racism; if you choose to move to another country why the hell wouldn't you adopt their principles.
