Both of your questions depend on your own body. If I were you I would just experiment with each muscle group and see what happens. Typically, working out a certain muscle twice a week is done if that muscle is not developing as fast as the others. If you are just starting out though, you might want to just stick with one muscle group once a week and be patient. Every muscle twice a week is just too much stress on the body, especially for someone who is just starting, well, in my opinion anyway.
Shoulders and calves might be hard to develope for one person and then it might be easy for someone else. It all depends on a lot of things really.
