when you train the muscles are gorged with blood, blood is the carrier of energy to the muscles, ergo, the harder you train, the more energy you need, the more blood is required to this area. You now have an enlarged muscle... commonly called the pump.

this is why you heart beat increases with exercise...

once you finish exercise your muscles still require energy to replenish what has been depleted by training, therefore maintaining this look until a period inwhich the body reduces the amount of blood supplied to this area.

This is why your heart beat slows down after exercise...

Body builders "pump up" in the back rooms during competitions to give themselves an even bigger look to their muscles (if 24" arms wasnt enough lol)
