Kev, one of the reasons you have problems is that you do not have that much muscle! You said that when cutting you loose weight from shoulders, legs, neck etc.
1--Forget about cutting, add as much muscle as you can to your frame, and that in return will help you loose fat as your metabolic rate increases!!!!

2--Never drop you food intake under 2000cal/day even when cutting!

3--You did a cycle of Winstrol, don't bother with it again! Not for you right now or in the future unless you thinking about competing.
The only way to get to 180 lbs is to gain muscle not keep cutting.
4--If you are into steroids do a bulk cycle of Deca/test or Eq/test or just test by itself. I'm assuming that you will do your homework and know what to do!! otherwise stay away from them.

Look at the big picture to shoot for:
to get to 180lbs lean , you must be about 200lbs solid then start to watch your diet and cut slowly, very slowly so not to lose muscle in the process.
I"m 6 ft and started at 165lbs over 10 years ago and managed to put 75lbs of muscle on. It was on and off for all this time, body building was not my #1 priority and I do not think I will ever compete, I could have done it quicker (if I was serious) but never the less it is doable. Much of what you are saying I went through myself. Good luck
