Smoking doesn't effect muscle growth directly.. but it does effect your aerobic ability, which will effect how effeciently your muscles are able to recover between reps, sets and on rest days.
Basically if you took identicle twins that did the identical workouts and ate identical foods ect ect ect...
The one the didn't smoke would have more oxygen in his blood, which in turn would better feed his body, and allow him to lift a bit heavier and a bit longer... he would probably have alot more endurance aswell. Oh and live on average of 5-10 years longer.
as opposed to the smoker, who would have less oxygen in his blood (darker blood).. thicker blood.. potentially higher blood pressure.. tire quicker, and well.. generally die younger..
but yes you can still get big.
